Diction classes are usually mandatory for voice majors and collaborative piano majors in vocal division. A good school would provide several different instructors for the diction classes for different languages. When singers are contracted to perform, often times the companies which hire the singers would also hire diction experts to coach singers. However, even though there are diction experts hired, these companies would still expect singers to have a good amount of understanding in diction already. In the case when the composition is in a language out of standard languages(English, French, German, and Italian) in the opera field, the singers may rely on the experts provided by the companies more.
